In a stunning revelation that could shake the foundation of recent American political history, a report from Radar Online claims that former President Joe Biden served as little more than a ceremonial figurehead during his time in office, while unelected bureaucrats allegedly wielded true executive power.
According to findings published on Monday, March 24, by Radar Online, an investigation by the Oversight Project—a division of the conservative think tank The Heritage Foundation—suggests that numerous executive orders issued between 2021 and 2025 were not physically signed by Biden himself. Instead, the report alleges these documents were signed with an autopen, raising serious concerns about who was actually making decisions on behalf of the American people.

An insider cited in the report stated, “It’s basically a rubber stamp. And its regular use in the Biden administration begs the question of who was in control of the device while he was in office.” They added, “If he wasn’t signing the orders, then any flunky with access to the autopen could have made critical decisions in his name for all Americans.”
These orders allegedly spanned significant policy areas, from regulating artificial intelligence to shifting military court procedures and revising strategies for energy exports. While the use of autopens by presidents is not unprecedented—sources note that current President Donald Trump has also employed the tool—critics argue that Biden’s reliance appeared excessive, as per the Daily Mail.

They note that Trump frequently signs documents by hand and often does so in highly publicized settings. The concerns over Biden’s capacity to govern were further fueled by suggestions that he exhibited symptoms of cognitive decline during his presidency. Though not formally diagnosed, some medical professionals cited signs such as disorientation, forgetfulness, and rigidity in movement, according to the report.

In his final hours in office, Biden issued a sweeping series of preemptive pardons. Recipients included close family members—his brothers James and Francis Biden, sister Valerie Biden Owens, and their spouses—as well as members of the January 6 Committee, such as Rep. Bennie Thompson and former Rep. Liz Cheney.
