Kamala Harris’s campaign is turning a key misstep from former President Donald Trump into a powerful tool in her latest multimillion-dollar ad campaign. Using Trump’s own words against him, Harris is focusing on a statement he made during his presidency when he referred to having the “concepts of a plan” to replace the Affordable Care Act (ACA).

The campaign aims to highlight the risks Americans, particularly those with preexisting conditions, would face if the ACA were repealed. According to NBC News, the Harris campaign has centered their message around the potential consequences of losing the ACA, especially for vulnerable groups like seniors, Medicaid recipients, and individuals with preexisting conditions.

Trump’s inability to replace the ACA during his first term and his continued yet vague promises to repeal it have made him an easy target in this campaign. Despite years of rhetoric, Trump has yet to propose a concrete alternative to the ACA. During his presidency, Trump and Congressional Republicans made multiple attempts to repeal and replace the ACA.

However, their efforts were largely unsuccessful, and their proposed replacement plan in 2017 was met with widespread criticism. The Congressional Budget Office estimated that the Republican plan would have resulted in tens of millions of Americans losing their health insurance. This, combined with public opposition, contributed to the proposal’s failure.

Trump, however, has not abandoned his ambitions to dismantle the ACA. Even though polls suggest the idea remains politically toxic, he continues to make vague promises about a future repeal, without ever presenting a clear or viable replacement plan. This has left many Americans uncertain about the future of their health care under Trump’s leadership.

Harris’s campaign recognizes this vulnerability and is capitalizing on it. “Being president is about who you fight for. Every time Donald Trump opens his mouth and says ‘health care,’ he makes clear that he’s only out there for himself and his wealthy friends — not the tens of millions of seniors, Medicaid recipients, and Americans with preexisting health conditions who know the Affordable Care Act is a lifeline,” said Harris campaign communications director Michael Tyler.

By emphasizing Trump’s failure to produce a comprehensive healthcare plan, Harris hopes to resonate with voters who are deeply concerned about the stability of their access to healthcare.
